Nope, just announced today, IGN just put an article up about it earlier today, so it was just confirmed today.

You're probably thinking of the additional airtime for this season. The two additional hours for S5 and S6 allow us to have 48 episodes after S3 to finish the series, as originally planned. It's been confusing with the writers' strike about how many episodes we were gonna get and when. No foul.
